Whitney Morgan is a minor protagonist in the C.O.P.S. cartoon. She is a beautiful reporter for the ECTV (Empire City Television) news.
She presents her own show on the network, but is also active on the streets of Empire City filming news report with her Cyborg Video Camera Beamer. When able, she is willing to assist the C.O.P.S. in their fight against the criminals of Empire City.
She appears to be unaware that Hardtop has a crush on her.
