Synopsis[]
"When a criminal uses threats to get someone to hand over his money, it's called a "shake down". Dr. Badvibes had come up with a way to shake down the whole city. Here's how the caper came down..."
Dr. Badvibes creates an earthquake device known as The Ground Shaker for Big Boss who plans on using this device to level Empre City to the ground unless his demands are met. It's up to the C.O.P.S. team to stabilized the city and shakedown Big Boss' crooked caper.
