Samantha aka Sam is a minor protagonist in the C.O.P.S. cartoon. Sam was a young girl who dressed like a boy and liked to wear a large fedora. Although she knew the difference between good and bad, she was so poor that she would find herself asking other people for money, and was sometimes tempted to steal things.

The Case of the Crime Circus[]
Sam wanted to visit the circus when it came to Empire City, but did not have any money. She noticed a lady dropping her wallet, and was tempted not to return it, or at least take just enough money out of it to buy herself a ticket. However, the lady came back to look for her wallet and caught Sam red-handed. Hardtop and LongArm were soon on the case. The Lady accused Sam of stealing the wallet and called her a little boy. Sam introduced herself to the two C.O.P.S., returned the wallet and ran off.
Sam snuck into the circus tent, but when LongArm spotted her, quickly made a run for it. She escaped by sliding down a chute, and discovered a money laundering operation underneath the circus run by Dr. Badvibes, who also posed as the Ringmaster. When Badvibes' clown robots captured her, Badvibes thought she was a little boy, and refused to believe she wasn't no matter how many times Samantha or anybody else told her she was a girl.
Hardtop and Longarm were also captured and put in a large cage together with Sam. Badvibes confessed that he had bought the circus equipment at a circus close-out sale. He used it as a cover to use his clown-shaped smashing machine to smash various vaults across Empire City. His latest idea was to target the Gold Depository. After having this brainstorm, he left a dangerous clown robot named Roberto to guard his prisoners.
The C.O.P.S. used Roberto's laser eyes against him and managed to melt the bars of their cage. But only Samantha was small enough to escape down a small vent. She was soon recaptured by Badvibes and put into his Circuit Wagon. Badvibes told Sam he would reward 'him' with a gold bar if he promised to be good. But when he ordered more of his clown robots to dispose of LongArm and Hardtop, Sam turned against Badvibes and began sabotaging the vehicle, saving the C.O.P.S from the vault smasher in the process. Unfortunately, Badvibes and Buzzbomb managed to escape.
Bulletproof and Mainframe arrived on the scene, and the latter was the first to immediately identify Samantha as a girl. She also proposed that Sam may yet grow up to be a member of C.O.P.S. someday.
