CHIP is a minor protagonist in the C.O.P.S. cartoon. He/it is a super computer located at Empire City University and programmed by Willy Bright. CHIP stands for "Computer Hyper Intelligence Project."

The Case of the Wayward Whiz Kid[]

COPS File #472026. CHIP, or "Computer Hyper Intelligence Project" was a powerful computer located in a building at the Empire City University. It's programmer, Willy Bright did not have any other friends apart from the digital CHIP. Willy liked to play games with the CHIP, and without realizing it, tapped into the Empire City Museum's security system, which was in the process of being robbed by a remote controlled Buzzbomb handled by Dr. Badvibes. Willy thwarted the robbery by accident, thinking he was just playing a game.

Badvibes soon located Willy, and learned about CHIP and it's capabilities. Badvibes befriended Willy and persuaded to give him access to CHIP, which in turn gave Badvibes control over all the computer networks in Empire City. Now that Willy was no longer needed, he was imprisoned in another room, but managed to escape using a comb and a little static electricity. Willy returned to the University campus and CHIP's main location, and together they began setting things right, once more thwarting Badbives' criminal plans, this time knowingly.
