Agent Belson (full name unknown) is in charge of protecting the President of the United States. How Belson got said job is unclear, since he is inept and overconfident in roughly-equal measure.

The Case of the Big Boss' Master Plan[]
When the President of the United States made her first visit to Empire City to christen the Navy's new super carrier U.S.S. Defiant, Agent Belson and his fellow Executive Bodyguards (read: the U.S. Secret Service) travelled with her for her protection aboard a special train. C.O.P.S. members Bulletproof, LongArm and Hardtop were also on board.
Belson believed the C.O.P.S. were not really necessary as he and his men came equipped with various gadgets. He briefed the C.O.P.S. on the security system installed on the train and the inflatable suit all the executive bodyguards were wearing. However, they did not expect Berserko to crash through the window of the President's private suite and kidnap her before any of the alarms went off. When Belson and his men arrived to check on madam President, they found Berserko sitting at her desk. The President had already been lifted into a helicopter by Buzzbomb. A skirmish broke out, during which the bodyguard's inflatable suits worked against them instead and Berserko managed to escape along with Buttons McBoomBoom and Ms. Demeanor.
Belson offered to wire the Pentagon for more equipment and felt that Mayor Davis was backing down to easily when the Mayor tried to keep a lid on the incident. But when Big Boss broadcast his demands on a live television broadcast, the secret was out. Belson was determined to get the President back, this time without the use of fancy gadgets. The President was about to be exchanged for the ownership of the U.S.S. Defiant, and Belson and his men were on a stakeout inside their car. But Bersekro used a giant crane to pick up the car and dump it in the harbour water. Belson called for help, and was saved by Bulletproof, Hardtop, LongArm and Mace. After being released from their car, the bodyguard's inflatable suits finaly came in handy. Unfortunately, this meant that none of the C.O.P.S. were present to witness the President being swapped, which turned out to be another trick by Big Boss: the real President had been replaced by a robot double.
With the President and the U.S.S. Defiant under his command, Big Boss took over the entire city and ordered the Instant Justice Machines to imprison all the members of C.O.P.S. at Graystone Prison. Feeling they owed a debt to the C.O.P.S, Belson and his men used an armored car to storm the prison and break the C.O.P.S. out. After making a plan, Belson and a team of his men and C.O.P.S. went to the shipyards to rescue the President. Belson, Mace and Sundown lured the Instant Justice Machines away so that Hardtop and Bowser and Blitz could rescue the Commander in Chief from the cage she was cooped up in. After reuniting, all of them escaped from the Defiant on a cable line suspended from a speedboat driven by Executive Agent Flemming.
